People power urged vs China mine firms

Is something strange going on here? According to Republic Act 7076, "the People’s Small-Scale Mining Act of 1991", and the 2010 8th Negative List published by Malacanang/the Board of Investments, small-scale mining as a business activity is exclusively reserved for Filipino citizens, i.e., no foreign equity is allowed in any mining investment anywhere in Philippine territory.

"... in an open letter, [Cagayan Governor] Antonio defended the provincial government’s issuance of small-scale mining permits . . . . The provincial government earlier granted small-scale mining permits to Chinese firms Lian Xing Philippines Stone Carving Corp., Huaxia Mining and Trading Corp., and Well Resource Mining Inc., all in Gonzaga."
